The Constitution (124th Amendment) Bill, 2019 bill was approved by the Rajya Sabha by 165 votes after a day-long debate, a day after the Lok Sabha passed it with 323 votes against 3 votes. The provision will become a law once President Ram Nath Kovind signs it. The Rajya Sabha passed the 10 percent quota Bill after a 8 hour long debate. The bill to provide 10 per cent quota in jobs and education to general category candidates who belong to economically weaker sections was tabled today in Rajya Sabha today. The Bill has fixed an annual income of less than Rs 8 lakh and not owning more than five acres of agricultural land as criteria for defining economically weaker section in the general category for availing of the reservation in educational institutions as well as government jobs.

Earlier in the evening, Union Law and Justice Minister Ravi Shankar Prasad on Wednesday said that 10 per cent quota in jobs and education for the economically weaker sections in the general category will not affect the Supreme Court's ruling of 50 per cent cap on reservation for backward classes (BCs). Speaking in the Rajya Sabha during the discussion on the Constitution (124th Amendment) Bill, 2019, the Minister said the legislation will apply to both Central and state governments.
